Default Contact form recipient for user not logged in

On https://members.spadco.community/manager/ visitors who select Contact from the menu are offered a group in the To field.

I would like to set the contact form recipient for site visitors who are not logged in as a single address, not the group.

Is there a setting for this?

I could make a group with this one address but I'd need to make it the default recipient?

The Contact menu item points to /adm_program/modules/messages/messages.php

It's not possible to assign a user directly for the contact form, but you can create a new role and assign only that member to that new role. Then configure this role that it is only visible in the contact form and disable all other rights and functions for that role.
